• Respite Care of America is a California nonprofit public benefit corporation providing high quality respite child care services to military families throughout California. • The Program Manager, Exceptional Family Member Program (EFMP) Respite Care, oversees the implementation of EFMP Respite Care services at Respite Care of America (RCoA). • They lead the Outreach Specialists and provide operational guidance to ensure quality service delivery that meets the unique needs of children and families enrolled in the EFMP. • They will support the growth of the EFMP Respite Care program at RCoA by identifying child care trends that impact children and the military community in California. • Supervises RCoA’s Outreach Specialist and assists in case management of California families and providers enrolled in the EFMP Respite Care program. • Supports the Senior Manager in the administration, development, and growth of RCoA’s business operations in collaboration with its parent company (CCAoA). • Ensures compliance with EFMP Respite Care’s Operational Guidance as required by the branch of service. • Ensures all enrolled families receive an initial enrollment intake and enhanced referrals for providers who meet their needs. • Supports Outreach Specialists in the field or with assigned caseload as needed. • Addresses routine questions and concerns from parents and providers before escalating to the Senior Manager, Director, or other departments, as necessary. • Reviews and responds to overtime requests submitted by providers. • Provides technical assistance to families and providers as needed. • Maintains collaborative and professional relationships and partnerships with agencies and organizations. • Provides technical assistance as needed to partners. • Provides support, technical assistance and training to program staff; supports the Senior Manager in conducting regular staff meetings on program issues; conducts annual evaluations; ensures adherence to personnel policies. • Maintains close, collaborative working relationships with other team members; and provides timely communications within the team regarding all significant program developments. • Collects, prepares, and maintains data necessary for reporting purposes to ensure data for accurate monthly reporting. • Ensures a supportive environment within and across departments that promotes employee professional growth and organizational loyalty. • Other duties as assigned.

Requirements

• A Bachelor’s degree or higher in Early Childhood Education or equivalent related experience – Focus on special needs or a related field is desirable. • A minimum of three years of directly related, progressive work experience in social services or related program areas to include oversight of quality service delivery. • Experience and/or at least five (5) years of demonstrated experience in a lead/supervisory role that included goal development and assessment of staff. • Excellent interpersonal skills to work collaboratively with diverse teams on projects of mutual interest. • Possess attention to detail and strong project management skills with prior experience managing complex projects, program implementation and administration. • Flexible with the ability to work in a fast-paced environment. • Must be able to maintain a non-traditional schedule to facilitate family initial home visits and site visits. • Principles of high-quality child care programming and developmentally appropriate practices. • Familiarity with federal and state regulations pertaining to the child care field. • Must maintain principles of high-quality customer service. • Effective communicator with strong facilitation and conflict resolution skills and the ability to negotiate among diverse perspectives. • Report on programmatic data and propose innovative solutions and implement change. • Excellent computer skills and experience with the Microsoft Office suite of products.
