•Technical assistance for the design of a national anti-corruption system considering the background and implementation of the National Anti-Corruption System of Mexico, including applicable lessons learned for Guatemala. •Participate in work meetings with the Justice and Transparency Project team. •Define a work plan that includes methodology and implementation schedule for the consultancy development. •Conduct coordination meetings and validate work agenda with technical team and personnel/advisors of the National Anti-Corruption Commission (CNC). •Act as a liaison between the project and actors in Mexico to expose CNC representatives to lessons learned and best practices of the National Anti-Corruption System at federal and state levels. •Prepare a report of recommendations on lessons learned and best practices applicable to Guatemala from the design and implementation of the National Anti-Corruption System of Mexico. •Contribute to drafting, together with project counterparts, a roadmap to outline the adoption of the National Anti-Corruption System in Guatemala based on mechanisms for inter-institutional coordination and procedures to facilitate citizen participation in the fight against corruption, and the use of standardized databases for corruption prevention, investigation, and sanctioning. •Contribute to the identification and systematization of comparative legislation on national specialized anti-corruption agencies for identifying best comparative practices. •Provide recommendations on dialogue processes, strategic analysis, and agreements to achieve consultancy objectives. •Other tasks as assigned to meet the objectives of this consultancy.
•Postgraduate degree in social sciences or related field and a minimum of 15 years of professional experience in research and/or implementation of initiatives to promote transparency and/or combat corruption in the public sector. •Preferably, demonstrated experience in implementing mechanisms for citizen participation and/or inter-institutional coordination to prevent, investigate, or sanction corruption. •Direct experience in the design and/or implementation of the National Anti-Corruption System of Mexico or one of the State Anti-Corruption Systems of that country. •Preferably previous experience working on international cooperation projects.
