Please be sure to price this discount in your overall price proposal when submitting bids against off-site RFQs • Period of Performance: BASE 2025: (starting not later than 17 February 2025 to 31st March 2025) • Required Security Clearance: NATO SECRET • The NATO Communications and Information Agency (NCIA) is providing technical support to the Digital Standardization and Interoperability (DSI) Branch of the NATO Digital Staff (NDS) to develop and maintain data & information exchange solutions underpinning the consultation, command & control functions of the Alliance. • This Statement of Work (SoW) describes the work to be contracted to an individual subject matter expert (SME) to work as directed by the DSI Branch in support of the NDS/DSI Programme of Work (POW). • The specific expertise of the SME is to be in the area of the generic AES-256 solution that was originally designed for STANAG 4372 (SATURN). • Recent conflicts, firstly in Crimea in 2014 and now more broadly across Ukraine, have highlighted the advanced Electronic Warfare (EW) capability now being deployed by peer or near peer adversaries. • This work is focused on providing contributions to completing the generic TRANSEC element to support waveforms requiring EPM. • Under the direction of the NCIA, the contractor is required to conduct the following activities: Contribute and provide deliverables to support development of the AES-256 based generic TRANSEC solution for NATO V/UHF EPM waveform standardization, including maturing the generic AES-256 TRANSEC definition document and TRANSEC IV definitions. • All deliverables will be stored as directed by NDS. • This is a deliverables-based contract. • The work depicted in this SOW is expected to be carried by a single contractor.
• Performance of the services described in this SOW require a valid NATO SECRET security clearance prior to the start of the engagement. • The consultancy support for this work requires resource with a following experience: • A senior communications expert with experience specifically in both STANAG 4372 and AES-256 development. • Demonstratable, evidence-based expert knowledge of STANAG 4372 and practical experience of evaluating SATURN radios, including conformance testing for legacy SATURN TRANSEC compliance. • Demonstratable, evidence-based experience in the use of AES-256 for TRANSEC as defined within the Line of Sight (LoS) Capability Team (CaT) folders on the NDS Web, encompassing standardization, key management and emulation in support of test vector generation; • At least 10 years evidence-based experience working with the AES-256 algorithm for standardization purposes in the context of TRANSEC and/or COMSEC • At least 10 years evidence-based experience in LoS CaT Air / Ground / Air waveform development including specific standardization work on SATURN for STANAG 4372 (identifying technical requirements, generating STANAG technical updates, etc.); • At least 10 years evidence-based expert knowledge and experience of working on COMSEC modernization for SATURN, encompassing the modernized Tactical Secure Voice (TSV) CIS initiatives COMSEC standards to be used in conjunction with modernized SATURN TRANSEC.
