About CIR The Centre for Information Resilience (CIR) is an independent organisation dedicated to exposing human rights violations and threats to democracy. We achieve this through open source research, digital investigations, capacity-building with local partners, and collaboration with media to amplify our impact. CIR was born out of a determination to expose those spreading harm – online and offline – around the world, particularly in areas of violent conflict, such as Ukraine, Sudan and Myanmar. Our projects are at the forefront of efforts to investigate and document human rights abuses, war crimes, harms targeting women and minorities, and influence operations. We work closely with multilateral and national justice accountability bodies. Role details: Contract Type: Contractor Contract length: 12 months with potential to extend. Immediate start preferred. Hours needed for this role: 40 to 80 hours per month (precise schedule to be agreed on rolling basis), with scope for further days subject to availability and demand. While hours can be worked flexibly, the successful applicant must have availability for meetings/calls during core office hours (Monday to Friday, 9am to 5pm UK time). Location: United Kingdom – this role can be worked remotely but may require limited travel to London. Closing date for this role: Monday 6th January 2025 at 23:55pm. If we receive a high volume of applications this role may be closed early. About the Role CIR is seeking an experienced operational security expert to support programme delivery. The consultant will work closely with CIR’s IT, programme and senior management teams to refine and implement CIR’s information security framework, ensuring best practices in operational security are implemented across the organisation. They will advise and support project teams to enable them to deliver their objectives effectively, efficiently and securely, while simultaneously strengthening organisational-level security frameworks in a constantly evolved security environment. Key responsibilities Conduct project and country-specific operational security risk assessments. Advise on appropriate mitigations to identified security risks, balancing operational, financial and other considerations to reach agreed courses of action. Deliver information security travel risk assessments and security action plans. Support the IT and project teams who will implement the recommendations and adapt and refine plans as needed. Conduct information security risk assessments for CIR delivery partners and support them to implement recommendations. Support CIR’s management and IT team to strengthen and iterate organisational level policies and protocols. Support with incident responses plans and responses as required.
Experience of IT Security best practises within an OSINT environment to safeguard organisational investigative activities and those who are carrying out the investigations. Be able to advise on best practices and how these can appropriately interact with or be segregated from internal organisational security and systems in collaboration with the IT team. Experience and up to date knowledge of cyber-security for open-source investigations Expertise in navigating high-risk online and physical environments Strong practical understanding of counterintelligence practices and TTPs of national and international cyber threat actors.
