Description

• Seeking experienced State Technology Consultant – State Tech SME • The position will function in an advisory capacity related to client solution development and delivery. • Conduct needs assessments, develops strategic plans, and provide consultations to states and territories on a variety of information technology process improvement issues. • Support the oversight and execution of defined strategies with States, including Puerto Rico, across the country • Collaborate with Child care SMEs, Strategy SMEs, and other Technology SMEs who are supporting other States, Territories, and Tribes • Work with managers and clients to gather business requirements, identify deliverables, and support IT strategies • Act as a subject matter expert to provide the vision and strategy for application modernization from a State technology lens • Provide strategic direction for client deliverables • Analyze a situation and formulate effective solutions • Ability to make technical decisions regarding solutions and how they impact business outcomes • Translating system requirements • Risk identification and management • Integrate with the Child Care Technical Assistance Network (CCTAN) to collaborate and coordinate technical assistance delivery, best practices, and lessons learned • Update stakeholders about any issues connected to architecture • Integrate with vendors/partners to collaborate and coordinate technical assistance delivery, best practices and lessons learned.

Requirements

• Master's degree in related field preferred. • Bilingual (English and Spanish) • Extensive State technology experience (preferably child, youth, or family serving programs) • Excellent analytical skills and ability to see the connection between layers of business applications • Superior communication skills • Experience in a Consulting capacity • Public sector consulting experience a plus • Experience facilitating workgroups and communities of practice. • Excellent writing and presentation skills. • Strong organizational and time management skills. • Ability to work independently and as part of a team.
