📋 Description

• Bixal is seeking a Senior Project Manager to lead the enhancement and continuous delivery of the Online Passport Renewal system for the U.S. Department of State, Bureau of Consular Affairs. • You will oversee agile project management, sprint planning, and stakeholder coordination, ensuring that cross-functional teams deliver high-quality solutions on time and within scope. • As a servant leader, you will drive collaboration, remove roadblocks, and foster an environment of continuous improvement. • The project aims to provide (1) an excellent online passport renewal customer experience, (2) accessibility of the product to all Americans, and (3) the ability to deploy the front-end quickly and iteratively as technologies and requirements evolve. • This is a full-time position contingent on contract award by our client, with a defined performance period of up to one year. • This role offers you a unique opportunity to make a meaningful impact on a project that aligns with Bixal’s mission of delivering innovative, human-centered solutions. • While the role has a fixed duration, we are committed to transparency and collaboration, keeping you informed about contract updates and new opportunities. • At Bixal, we support your professional journey, ensuring your experience reflects our inclusive, purpose-driven culture and prepares you for future success.

🎯 Requirements

• Bachelor’s degree, plus at least five years of relevant experience, or an equivalent combination of education and/or experience. • Demonstrated experience managing Agile software development projects. • Certified Scrum Master (CSM), PMI-ACP, or equivalent Agile certification. • Expertise in Agile, Scrum, and SAFe methodologies. • Experience using JIRA, Confluence, GitHub, and other Agile tools for project tracking. • Ability to manage multiple teams, sprint planning, and backlog prioritization. • Familiarity with government digital services, design systems, and accessibility standards is a plus. • Mission-Driven Mindset: Passion for improving government digital services and creating user-centered solutions. • Strong Communication: Ability to translate technical and Agile concepts for both technical and non-technical stakeholders. • Servant Leadership: Ability to motivate, coach, and support teams in achieving project goals. • Problem-Solving Ability: Skilled in identifying roadblocks, facilitating discussions, and driving resolutions. • Detail-Oriented & Organized: Ability to manage complex projects, competing priorities, and shifting deadlines. • Collaboration & Adaptability: Comfortable working with cross-functional teams, remote teams, and stakeholders at all levels. • Must be able to obtain and maintain a Public Trust clearance.
