Description

• Oversee the project life cycle from planning to deployment, ensuring alignment with objectives related to reducing recidivism. • Coordinate with full-stack developers (iOS and Android), UX/UI designers, and technical writers to ensure cohesive app design. • Manage integrations with third-party services such as telemedicine, job application platforms, and Medicaid. • Ensure legal compliance, especially concerning HIPAA and GPS-enabled tracking. • Communicate regularly with stakeholders, providing updates and ensuring all project phases align with state objectives. • Manage the phased implementation of features, from foundational updates (e.g., push notifications) to more complex developments (e.g., enhanced compliance tools).

Requirements

• Software Development Lifecycle (SDLC) Knowledge: Deep understanding of the stages in the development process (e.g., planning, development, testing, deployment) and experience in managing projects through the SDLC. • Cloud Computing and Infrastructure: Familiarity with cloud platforms (AWS, Azure, Google Cloud) to oversee app hosting, scalability, and security requirements. • Cybersecurity Best Practices: Knowledge of security protocols, especially in mobile and web apps, to ensure data privacy and compliance (e.g., HIPAA). • DevOps and Continuous Delivery: Familiarity with DevOps practices like CI/CD (Continuous Integration/Continuous Delivery). • Mobile App Development Frameworks: Awareness of iOS, Android, or cross-platform development frameworks (React Native, Flutter) to effectively communicate with development teams. • Methodologies and Frameworks: Agile and Scrum: Expertise in Agile methodologies and Scrum framework to run sprints, manage backlogs, and oversee product increments. • Waterfall: Understanding of Waterfall project management for projects that require a more linear, structured approach. • Lean Project Management: Knowledge of Lean principles to ensure efficiency and waste minimization within the project lifecycle. • Change Management: Ability to manage change and transition, ensuring teams adapt to new systems, workflows, or technologies smoothly. • Stakeholder Management: Ability to manage relationships with stakeholders, ensuring their needs are met while keeping projects on track. • Problem-Solving: Strong analytical skills to troubleshoot issues and mitigate risks throughout the project lifecycle. • Budgeting and Resource Management: Experience in managing budgets, allocating resources, and ensuring project efficiency. • Risk Management: Ability to foresee potential roadblocks and have contingency plans in place to avoid delays or scope creep. • Time Management and Prioritization: The ability to prioritize tasks efficiently and handle multiple projects simultaneously. • Adaptability: Comfortable adjusting to changes in project scope, resources, or timelines, and keeping teams aligned. • Team Leadership and Motivation: Strong leadership skills to inspire and lead cross-functional teams, fostering collaboration and ensuring alignment with project goals. • Negotiation Skills: Ability to negotiate with vendors, developers, and stakeholders to ensure project timelines and budgets are met. • Conflict Resolution: Skilled at resolving conflicts within the team or between stakeholders to keep the project moving forward. • Clear Communication: Ability to simplify complex technical topics for non-technical stakeholders, ensuring that everyone understands the project's status and goals.
