β’ We are seeking an experienced Senior Program Manager to lead and oversee projects within our Knowledge Management, Organizational Development, and Learning Practice. β’ The successful candidate will be responsible for managing a portfolio of projects, including USAID,HHS, and HUD contracts. β’ Ability to obtain and maintain a Public Trust security clearance is required. β’ Serve as the main point of contact and senior program manager for a portfolio of projects, including USAID, HHS, and/or HUD contracts. β’ Coordinate between project teams, home office, and clients to promote operational efficiency and adherence to organizational best practices, facilitating regular reviews to improve project workflow. β’ Support contract administration, procurements, and logistics, including drafting client approval requests and the drafting, execution, and management of consultant, subcontractor, and other vendor contracts. β’ Ensure all activities and operations maintain compliance with contractual and governmental regulations, such as FAR/AIDAR, IT security and accessibility rules, and local laws. β’ Actively engage in problem-solving, risk identification, and risk mitigation during project implementation. β’ Support recruiting, onboarding and staffing activities to ensure project resourcing needs are met. β’ Facilitate communication and collaboration between clients, staff, consultants, and subcontractors. β’ Monitor and manage project budgets, resources, timekeeping compliance, and client financial reporting in collaboration with the Finance unit and project teams. β’ Coordinate inputs across teams for contract reporting requirements (financial and narrative). β’ Coordinate project activities, such as the design and delivery of customized organizational development interventions and learning engagements, including facilitated sessions, coaching, and leadership development programs. β’ Ensure all deliverables, including reports, intervention plans, agendas, and course materials, are of high quality and meet client requirements. β’ Develop and/or monitor the preparation and submission of evaluation reports at the end of key milestones such as organizational development engagements and training sessions. β’ Contribute to development of project deliverables, including work plans or service requests as applicable, and ensure quality assurance/editing on documents and reports prior to submission. β’ Promote team awareness of Bixal policies and ensure compliance with Quality Management Systems and project management procedures. β’ Provide inputs and recommendations to develop, refine, and improve global systems and processes, in coordination with other Bixal units (i.e., Finance, People & Culture, Operations, Security, etc.). β’ Support new business initiatives by reviewing draft proposals, writing inputs for technical or management sections, and coordinating with pricing teams to develop proposal budgets. β’ Perform other responsibilities as assigned.
β’ Bachelor's degree; plus a minimum of 5 years of relevant professional work experience, including management of large-scale USAID contracts and organizational development initiatives. β’ Strong financial management skills, including proficiency in Excel and experience in developing and managing budgets for USAID, HHS, HUD, or other USG contracts β’ Excellent verbal and written communication skills, including expert cross-cultural communication skills β’ Superior management and organizational skills β’ Proven track record of proactive risk management and mitigation β’ Deep knowledge of USG government/donor contracting practices and regulations, with USAID experience preferred β’ Familiarity with organizational development, coaching, and leadership development best practices β’ Willingness and ability to travel overseas for short-term assignments, such as country office set-up and close-out, up to 15% of the time β’ A commitment to contributing to a diverse and inclusive work environment β’ Master's degree preferred β’ Project Management Professional (PMP) certification or equivalent credential preferred.
