Description

• Responsible for strategic oversight and management of all contract activities. • Manage cross-functional teams and serve as the primary liaison between HUD OCIO and contractor leadership. • Serve as the primary HUD OCIO point of contact, overseeing program execution. • Develop and implement program strategies that align with HUD OCIO’s mission. • Provide leadership and direction to the Project Manager and team leads. • Ensure program’s compliance with all contract terms and HUD OCIO standards. • Monitor contract deliverables and performance, coordinating with internal teams. • Oversee budget planning, resource management, and cost controls. • Identify and manage program-level risks, developing mitigation strategies. • Lead resolution efforts for complex issues, coordinating with technical leads and HUD stakeholders. • Ensure continuous assessment and improvement in risk management approaches. • Act as the primary liaison between HUD OCIO leadership and the contractor team. • Conduct regular briefings and progress reports for HUD leadership. • Lead monthly and ad hoc program review meetings. • Oversee modernization and enhancement initiatives, including migration to cloud-based infrastructure. • Support the Cloud Solutions Architect and DevOps Engineer in implementing scalable, secure solutions. • Implement quality control processes for high standards of deliverables. • Establish continuous improvement practices within the program team. • Develop program performance metrics and reporting frameworks.

Requirements

• Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field. • 10+ years of Program/Project Management experience with 5+ years in federal or government contracts. • Experience managing competing multiple vendors, crossing functional technology and infrastructure projects simultaneously. • Experience with agile methodology. • Knowledge in Enterprise Transformation efforts through directing, managing, implementing, and executing business and technology-related solutions and project teams that involve shared services, assessments, design, business case development, IT strategy, planning, performance management, IT effectiveness, benchmarking, operating, systems integration, cloud architecture, and infrastructure management. • Ability to execute strategy and deliverables, as well as write, communicate, facilitate, and present cogently to and/or for all levels of industry audience, clients and internal staff and management. • Must be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. • Must be able to lift up to 40 lbs. on occasion.
