📋 Description
• This is a remote position. • The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Department of Human Services (DHS). • OIS provides technology systems and services that support over 18,000 OHA and DHS agency staff. • These systems and services help the agencies determine client service program eligibility and provide various assistance services. • SB 972 requires OHA to transition the Oregon Health Insurance Marketplace (OHIM) to a state-based marketplace. • OIS seeks an experienced Business Systems Consultant Manager IV to serve as a “Health Insurance Exchange Transition Consultant.” • This role requires knowledge of health insurance marketplace platform capabilities and security requirements. • The Contractor's Key Person shall be responsible for platform assessment, CMS security compliance, RFP review, SLA enhancements, and documentation.
🎯 Requirements
• Bachelor's degree in a relevant field (e.g., Computer Science, Healthcare IT, or related). • Extensive experience (3+ years) in health insurance marketplace platforms, preferably with exposure to SBM go-live activities. • In-depth knowledge of CMS & IRS security requirements and compliance standards. • Proven experience in reviewing and revising RFPs and SLAs for complex technical projects. • Strong analytical and problem-solving skills, with the ability to make data-driven recommendations. • Excellent communication and interpersonal skills to work with diverse stakeholders. • Project management skills to ensure timely delivery of transition milestones. • Policy & standards analysis and implementation (7-9 years of experience) • Consolidation planning and management (10+years of experience)
