Description

• Since 1997, Winrock International has implemented 14 programs in 14 countries under the United States Department of Agriculture Food for Progress (FFPr) program. Winrock’s Agriculture, Resilience, and Water team currently manages three FFPr programs, with over $40M million in funding. FFPr projects focus on two keys results, increasing productivity and expanding trade in agricultural commodities. These programs are funded through the procurement of agricultural commodities in the United States and donated to the implementing partner to sell for financing the development program. • Winrock expects to continue implementing new FFPr awards for years to come and intends to develop standard operating procedures for use of Commodity Credit Corporation (CCC) funds and orientation materials for staff who have not worked on Food for Progress programs before.

Requirements

• Review USDA compliance requirements for use of CCC and monetization funds by project management teams • Develop a manual for programs teams to use to provide guidance on how to best budget, utilize, monitor and comply with all USDA requirements regarding the use of CCC and monetization funds. Guidance should include recommendations for proposal teams (pre-award) for the proposed budget and budget narrative that will support compliance in implementation, post-award to support effective implementation and at close-out. The manual should also supplement the Winrock monetization manual and provide guidance for contracting and reviewing post-monetization assessments. Finally, the manual should provide an overview of the reporting requirements in FAIS. • Develop a standard operating procedure (SoP) for use of CCC funds using Winrock’s SOP template • Develop an orientation PowerPoint presentation and corresponding training video introducing new staff to USDA Food for Progress programming and specific differences between USAID and other international donors that staff may be familiar with. This will specifically include an overview of the monetization process, use of CCC and monetization funds, activity budgeting, and FAIS reporting. • To develop the requested materials and ensure the necessary USDA regulation compliance, the consultant will review USDA regulations and supplement that review by interviewing Winrock program management and financial staff, current USDA project team members, USDA Food for Progress staff to identify needs, challenges and, guidance priorities.
